Resurfacing and Noise Wall Projects in Cuyahoga and Geauga Counties

On April 11, 2014, the NOACA Board of Directors approved the following actions regarding this project: Resolution No. 2014-016 Project Planning Review and Resolution No. 2014-017 Plan and TIP Amendment. The project Planning Review (PPR) and Intergovernmental Review and Consultation (IGRC) processes for this project are now complete.

History/Background: These projects are included in ODOT District 12’s Program.

CUY IR-480 - 06.78: PID No. 85526 - This project involves preventive maintenance (resurfacing) on IR-480, from the Rocky River Bridge to West 139th Street, in Cleveland (location map). The project includes lighting upgrade. The estimated construction cost is $5,885,000. Ninety percent ($5,296,500) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the ten percent ($588,500) matching funds. The project can be designed and ready to construct by January 2019.

• CUY IR-480 - 11.70 NOISE WALL: PID No. 96868 - This project involves the construction of Type II noise barrier along IR-480, between Tiedeman Road and Ridge Road, in Brooklyn (location map). The project’s estimated total cost is $2,571,900. The estimated cost of preliminary engineering preliminary development (PEPD) is $100,000. Ninety percent ($90,000) of the PEPD will be funded with National Highway Performance Program (NHPP) funds. ODOT will provide the ten percent ($10,000) matching funds. The estimated cost of preliminary engineering detail design (PEDD) is $150,000. Ninety percent ($135,000) of the PEDD will be funded with NHPP funds. ODOT will provide the ten percent ($15,000) matching funds. The estimated cost of construction (C) is $2,321,900. Ninety percent ($2,089,710) of the construction cost will be funded with NHPP funds. ODOT will provide the ten percent ($232,190) matching funds. The project can be designed and ready to construct by March 2017.

• GEA US-6 - 00.00: PID No. 90909 - This project involves resurfacing Chardon Rd (US-6) from the Lake County Line to the Chardon west corporation line, in Chardon Township (location map). The estimated cost of construction (C) is $1,442,000. Eighty percent ($1,153,600) of the construction cost will be funded with S/STP funds. ODOT will provide the twenty percent ($288,400) matching funds. The project can be designed and ready to construct by January 2018.

• GEA SR-44 - 02.81: PID No. 90903 - This project involves resurfacing Ravenna Road (SR-44) from US-422, in Auburn Township to Kinsman Road (SR-87), in Newbury Township (location map). The estimated cost of construction (C) is $2,369,000. Eighty percent ($1,895,200) of the construction cost will be funded with S/STP funds. ODOT will provide the twenty percent ($473,800) matching funds. The project can be designed and ready to construct by January 2018.

• GEA SR-86 - 00.92: PID No. 90911 - This project involves resurfacing Plank Road (SR-86) from Rock Creek Rd (SR-166) in Thompson Township to Madison Road (SR-528), in Montville Township (location map). The estimated cost of construction (C) is $1,751,000. Eighty percent ($1,400,800) of the construction cost will be funded with S/STP funds. ODOT will provide the twenty percent ($350,200) matching funds. The project can be designed and ready to construct by January 2018.

• GEA SR-88 - 00.00: PID No. 92603 - This project involves resurfacing Nash Road (SR- 88) from the Portage County Line to Hosmer Road, in Parkman Township (location map). The estimated cost of construction (C) is $1,648,000. Eighty percent ($1,318,400) of the construction cost will be funded with S/STP funds. ODOT will provide the twenty percent ($329,600) matching funds. The project can be designed and ready to construct by January 2018.
