On September 8, 2006, the NOACA Governing Board approved the following regarding this project: Resolution No. 2006-035 Project Planning Review Resolution No. 2006-036 Plan and TIP Amendment Title:  Bridge deck replacement on I-77 over the Cuyahoga River in Independence Sponsor:  Ohio Department of Transportation (ODOT) District 12 PID No. 77419 Estimated Total Cost: $31,410,500 Preliminary Engineering (PE) and Construction (C) Proposed Source of Federal Funds: ODOT History/Background: This project is included in ODOT District 12's State Fiscal Year 2009 Major Bridge Program Current Conditions: The bridge on I-77 (Structure No. 1806173) has a sufficiency rating of 71.0 as of October 24, 2003. The speed limit on I-77 is 55 miles per hour (mph). Proposed Project:  This project involves replacing the bridge deck on I-77, located over the Cuyahoga River, Canal Road, the Ohio Canal and SR-17 (Brookpark Road) in Independence and Cuyahoga Heights. The estimated cost of preliminary engineering is $1,710,000, to be funded with 100% state funds. The estimated cost of construction is $29,700,000. Ninety percent ($26,730,000) of construction will be funded with Interstate Maintenance (IM) funds. The non-federal share of construction ($2,970,000) will be provided by ODOT. The project has an estimated award date of January 2009. Staff Comment (Summary): Transportation Improvement Program (TIP) Team: This project promotes NOACA's Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT's Access Ohio Goal 1 (System Preservation and Management). Move for committee and public review in order to obtain comments. Regional Transportation System (RTS) Team: This bridge has a sufficiency rating of 71, which makes it eligible for federal rehabilitation funds. This section carries one GCRTA route, which operates ten weekday buses in both direction. Plan Forecast Team: Refer to the the Transportation/Water Quality Council for review and comment due to the river crossing. Committee Review: Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC): No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
