Intergovernmental Review and Consultation (IGRC)

Intergovernmental Review and Consultation (IGRC) provides an opportunity for local units of government and organizations to review and comment on proposed federally funded projects and programs potentially impacting their community. The purpose of the IGRC component of NOACA’s project planning review process is to ensure:

  • coordination with existing projects/programs and
  • conformity with local and regional planning efforts.
In its IGRC efforts, NOACA focuses on transportation and environmental projects in Cuyahoga, Geauga, Lake, Lorain and Medina counties.

The IGRC Process
  • NOACA prepares summaries of the proposed projects/programs and notifies potentially affected or interested communities and/or service areas.
  • Reviewers may submit comments on these projects or programs to NOACA via mail or e-mail.
  • Comments that NOACA receives about proposed transportation improvements are posted on this Web site as part of Project Planning Review.
