Title: Resurface I-90 from Innerbelt Bridge to SR-2 in Cleveland

History/Background: This project is included in ODOT District 12’s 2008 District Pavement Program.
Current Conditions: I-90 is functionally classified as an interstate. This section of I-90 varies from eight to twelve lanes, with a pavement width of 128 feet. The average daily traffic (ADT) varies depending on segment. The legal speed limit is 50 miles per hour (mph).
Proposed Project: The project involves a mill and fill of approximately two miles along I-90, from the Innerbelt Bridge to SR-2 in Cleveland. The construction cost is estimated at $2,200,000. Ninety percent of the construction cost ($1,980,000) will be funded with Interstate Maintenance (IM) funds. Ten percent of the construction cost ($220,000) will be funded by ODOT. This project has an estimated award date of January 2008.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s “Connections 2030” Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2004 pavement condition ratings (PCRs) in this project area are between 80-94 (within the good to very good range). Without any maintenance done on this section, in 2008 (the year of construction) the RPMS software degrades the PCRs in this area to between 61-82 (in the fair-poor to good range).
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
- No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
Intergovernmental Review and Consultation (IGRC):
"If there is a redevelopment plan for the I-90 Innerbelt bridge which includes a new bridge and transportation network through SR 2 and Deadman's Curve, would it be redundent to repave I-90 in 2008? Especially since the 2004 pavement condition ratings are betwee 80-94 (within the good to very good range), I find this a total waste of taxpayer money, regardless if the money was earmarked for a repaving project. The new pavement will be destroyed alongside the entire transportation network when the Innerbelt Bridge is replaced.
I believe ODOT and NOACA could find a better use for the money. " -
