Title: Major Pavement Rehabilitation on I-90 in Lake County Sponsor: Ohio Department of Transportation (ODOT)-District 12

History/Background: This project is included in ODOT District 12’s 2010 Major Rehabilitation Program.
Current Conditions: I-90 is functionally classified as an interstate. This section of I-90 is two lanes in each direction with a pavement width of 24’ (in each direction). The average daily traffic (ADT) varies between 33,720 and 40,660 vehicle per day (depending on roadway segment) 2002 traffic count. The legal speed limit is 60 miles per hour (mph).
Proposed Project: The project involves the major rehabilitation of 7.71 miles of I-90, from Paine Road to the Lake/Ashtabula County Line, in Leroy Township, Perry Township, Madison Township and Madison Village. The construction cost is estimated to be $22,800,000. Ninety percent of the construction cost ($20,520,000) will be funded with Interstate Maintenance (IM) funds. Ten percent of the construction cost ($2,280,000) will be funded by ODOT. This project has an estimated award date of October 2009.

- This project meets NOACA’s “Connections 2030” Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Plan Forecast Team:
- Refer to Regional Transportation System (RTS) Team for pavement condition rating (PCR) and Transportation Water Quality Task Force (TransWAC) for the Grand River crossing issues.
- A Level 2 Categorical Exclusion is required.
Regional Transportation System (RTS) Team:
- 2003 PCR data rates this pavement as 66 (fair) – 76 (good).
- Move for committee and public review with consideration of comments.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
No comments; recommended for amendment to NOACA's Transportation Plan.
Intergovernmental Review and Consultation (IGRC):
"This proposed project is supported by the Lake County Planning Commission and it fits into our County Comprehensive plans transportation section." - Lake County Planning Commission
"Lake SWCD supports this project. Request that special consideration for stormwater management, erosion and sediment control, in this section of I-90. Much of the lands adjacent to the i-90 right of way are designated natural areas protected through the SWCD, Lake Metroparks, and the Grand River Partners Landtrust. Areas that drain to the Grand River (wild designation) and its tributaries, such as Paine Creek, should require extensive erosion and sediment protection." - Lake County Soil and Water Conservation District
"Lake Metroparks currently manages significant natural areas (over two miles of frontage) along the south side of the I-90 corridor in the proposed project area. The state-designated "wild" section of the Grand River also flows through the project area. For these reasons, the park district would ask that particular attention be paid to controlling stormwater leaving the project area in order to protect the adjacent natural resources." - Lake Metroparks
