Resurface I-90 in Cleveland and Euclid

 

On December 8, 2006, the NOACA Governing Board approved the following regarding this project:

Title:  Resurface I-90 in Cleveland and Euclid

History/Background:This project is included in ODOT District 12’s 2010 District Pavement Program.

Current Conditions: I-90 is functionally classified as an interstate. This section of I-90 is four lanes in each direction with a pavement width of 48 feet (in each direction). The average daily traffic (ADT) varies depending on segment. The legal speed limit is 60 miles per hour (mph).

Proposed Project:  The project involves resurfacing 6.88 miles of I-90, from the Bratenahl east corporation line to SR-2, in Cleveland and Euclid. The construction cost is estimated to be $5,280,000. Ninety percent of the construction cost ($4,752,000) will be funded with Interstate Maintenance (IM) funds. Ten percent of the construction cost ($528,000) will be funded by ODOT. This project has an estimated award date of April 2010.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project is currently portrayed on page 53 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, as a “Plan” project, utilizing 100% State funds and with a total cost of $1,000,000.
  • This project meets NOACA’s “Connections 2030” Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Maintenance of traffic, alternative route and mode issues, refer to Communication Team (Rideshare program)
  • Refer to Regional Transportation System (RTS) Team for pavement condition rating (PCR).
  • A Level 2 Categorical Exclusion is required.
Regional Transportation System (RTS) Team:
  • The V/C = 0.901 (LOS E). The surface is currently in good condition, but the repaving date isn’t until 2010.
  • Move for committee and public review with consideration of comments.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan.
Intergovernmental Review and Consultation (IGRC):
