Title: Major Rehabilitation on I-76 in Medina County

History/Background: In July 2008, ODOT District 3 completed a project involving reactive maintenance on I-76 from I-71 to the Medina County/ Summit County Line. The district has also scheduled minor rehabilitation on I-76 from SR-57 to the Medina County/ Summit County Line in October 2011. The proposed project is included in ODOT District 3’s Major Rehabilitation Program and Multilane Program.
Current Conditions: I-76 is functionally classified a rural interstate principal arterial from west of I-71 to the Wadsworth west corporation line (WCL) and an urban interstate principal arterial, from the Wadsworth WCL to the Medina Count/ Summit County line. I-76 is a four lane divided highway. The pavement width is 38 feet (in each direction). I-76 is two lanes in each direction with lanes 12 feet wide, inside shoulders four feet wide and outside shoulders ten feet wide. The average daily traffic on I-76 varies from 27,820 (from US-224 to SR-3) to 28,040 (from SR-3 to west of SR-57) vehicles per day (2007) with 30 percent trucks. The legal speed limit is 65 miles per hour.
Proposed Project: This project involves major rehabilitation along 7.22 miles of I-76, from the I-71 entrance (ramp E) to just east of SR-57, in Westfield Township, Seville, Guilford Township, Wadsworth Township and Wadsworth.
The work will include replacing the existing shoulders, installing aggregate drains, and removing and replacing seven- inch asphalt-mainline bridge deck overlays. The estimated construction cost is $18,730,557. Ninety percent ($16,857,501) of the construction cost will be jointly funded with ODOT District Allocations Multilane and Major Rehabilitation Program funds. ODOT will fund the ten percent ($1,873,056) non-federal share. The project’s estimated award date is March 3, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- There are 28 pavement sections with pavement condition ratings (PCRs) of 77 to 84 (2007). The Regional Pavement Management System (RPMS) estimates that the PCRs for 2011, the estimated year of construction, are calculated to be 64 to 71. For this level of deterioration, the RPMS recommends preventive maintenance.
