Preventive Maintenance on I-71 in Various Communities

 

On December 8, 2006, the NOACA Governing Board approved the following regarding this project:

History/Background: This project is included in ODOT District 12’s SFY 2010 Pavement Program.

Current Conditions: I-71 is functionally classified as an interstate. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies. GCRTA routes 51F, 63F, 64F, 75F, 86F, 251 and 451 traverse the project area during commute periods.

Proposed Project:  This project involves preventive maintenance on 9.24 miles of I-71, from US-42 (Pearl Road) to Denison Avenue in Middleburg Heights, Brook Park, Cleveland, Linndale and Brooklyn. Ninety percent ($2,700,000) of the construction (C) cost will be funded from ODOT’s District pavement allocation of Interstate Maintenance (IM) funds. ODOT will fund the ten percent ($300,000) non-federal share. This project has an estimated award date of July 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s “Connections 2030” Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Refer to Regional Transportation System (RTS) Team for pavement condition rating (PCR).
Regional Transportation System (RTS) Team:
  • The V/C = 1.211 (LOS F).
  • The pavement is currently in very good condition.
  • The planned construction date is in 2010.
  • Move for committee and public review with consideration of comments.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan.
Intergovernmental Review and Consultation (IGRC):
