Title: Preventive Maintenance on I-490 in Cleveland

History/Background: This project is included in ODOT District 12’s SFY 2012 Pavement Program.
Current Conditions: I-490 is functionally classified as an interstate. The legal speed limit is 55 miles per hour. The average daily traffic is between 26,150 and 49,350 vehicles per day (NOACA Cuyahoga County Highway Traffic Counts, published 2004).
Proposed Project: This project involves preventive maintenance along I-490, from the bridge (east of the Cuyahoga River) to East 55th Street, in Cleveland. The estimated cost of construction is $882,000. Ninety percent ($793,800) of the construction will be funded with Interstate Maintenance (IM) funds. The non-federal share of construction ($88,200) will be provided by ODOT. The project has an estimated award date of July 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The most recent (2006) pavement survey data shows that the overall Pavement Condition Rating (PCR) on this segment to be 83 or 84 (good condition). By 2012 (estimated year of construction), the regional pavement management system (RPMS) estimates PCRs on this segment will range from 62-63 fair to poor condition. The RPMS recommends reactive maintenance take place on this section of I-490 in 2012.
