Preventive Maintenance on I-480 in Cleveland

History/Background: This project is included in ODOT District 12’s 2010 Pavement Program.

Current Conditions: I-480 is functionally classified as an Interstate principal arterial. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies between from 134,200 to 148,150 vehicles per day (NOACA Cuyahoga County Highway Traffic Counts, published 2004). GCRTA and Lorain County Transit (LCT) operate flyer service along this segment.

Proposed Project:  This project involves preventive maintenance on 2.9 miles of I-480, from Ridge Road to Tuxedo Avenue, in Cleveland. The estimated cost of construction is $2,000,000. Ninety percent ($1,800,000) of the construction cost will be funded with Interstate Maintenance (IM) funds. The non-federal share of construction ($200,000) will be provided by ODOT. The project has an estimated award date of October 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
  • Transit service may be disrupted during construction.
  • Part of this project is located in an Urban Core Community - Cleveland.
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Maintenance of traffic, alternative route and mode issues, refer to Communications Team (regarding Rideshare). Refer to RTS Team for pavement condition rating (PCR).
Regional Transportation System (RTS) Team:
  • 2003 PCR data rates a small portion of the pavement as 68 (fair) and the rest as 99 (very good). The planned construction date is in 2010. The V/C ration is 1.037 (LOS F).
  • Move for committee and public review with consideration of comments.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan.
