The NOACA Governing Board approved the following projects for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2002-075 on December 13, 2002.
Title: Bridge Rehabilitation on Harvard Road in Cleveland and Cuyahoga Heights

Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO)
History/Background:
The rehabilitation of Harvard Road bridge was approved for CEAO-administered Surface Transportation Program (C/STP)/local bridge (LBR) program funds in March 2001.
Current Conditions:
The Harvard Road bridge is a low level span over the Cuyahoga River in Cleveland and the Village of Cuyahoga Heights. The average daily traffic is 3,126 vehicles (1999 count). The bridge is 32' wide. The bridge is 173' in length. Harvard Road is a minor arterial.
Proposed Project:
This project involves the rehabilitation of the Harvard Road bridge (No. 82). The total construction cost is estimated at $1,386,300. The bridge will be constructed with CEAO LBR funds (100 percent). Construction will be programmed for beyond SFY 2005 (i.e. SFY 2007). The project would be administered locally.

Leadership in design, construction and securing financial support for the trail extension is presently provided jointly by the City of Cleveland, the Cuyahoga County Engineer, and Cuyahoga County. Preliminary plans for the trail project were documented in an alignment study completed and adopted by the city and county in 2002.
