Title: Repair, Reconstruct and Resurface Gulf Road in Elyria

History/Background: On March 17, 2008, the City of Elyria approved Ordinance No. 2008-26, “authorizing the mayor to submit an application to the Northeast Ohio Areawide Coordinating Agency (NOACA) and accept if offered, funding for various street projects within the city of Elyria.”
Current Condition: Gulf Road is functionally classified as an urban collector. Gulf Road is a four-lane facility. The pavement width is 46 feet with two 12-foot-wide lanes and two 11-foot-wide lanes. The width of existing right-of-way varies from 60 feet to 65 feet. The sidewalks are four feet wide. The posted speed limit is 35 miles per hour. The average daily traffic is 18,669 vehicles per day with four percent trucks (1996). According to the sponsor, the street is in immediate need of repairs and resurfacing. The sponsor reports that this portion of Gulf Road was last resurfaced by the City of Elyria in 1991. Since then the asphalt surface has become severely alligator cracked, driving lanes have rutted, medium to large potholes have formed, and some joints have heaved up. The sponsor states that the poor condition of the roadway has caused the roadway to hold water making it unsafe. According to the sponsor, the purpose of this project is to restore Gulf Road to a safe drivable roadway. The sponsor also reports this section of Gulf Road abuts three schools and is a main route for emergency service to Elyria Memorial Hospital from the north.
Proposed Project: The proposed project involves the repair reconstruction and resurfacing along 1.03 miles of Gulf Road, from Cleveland Street to Hilliard Road, in Elyria (location map). The work will include milling out and replacing the old deteriorated asphalt surface with approximately 3 inches; performing full depth base repairs as needed; replacing curb ramps per Americans with Disabilities (ADA) standards; improving drainage of the roadway; providing new pavement markings; and removing and replacing old traffic signals with a new up to date traffic system to better accommodate traffic.
The estimated construction cost, provided by the sponsor, is $989,942. The sponsor is requesting eighty percent ($791,954) of the construction be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will provide the twenty percent ($197,988) non-federal share.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- Gulf Road is very unsafe for bicyclists but this is a resurfacing project only and there are no opportunities to improve conditions.
- Gulf Road between Cleveland Street and SR-57/JFK Memorial Parkway carries a total of six average weekday buses (both directions) from Lorain County Transit (LCT) Route # 52 as of January 2010.
- 2008 RPMS data shows a pavement condition rating (PCR) of 69 (fair condition) on this segment of Gulf Road. In 2013 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating of 53 (poor condition) and recommends major rehabilitation on this segment of Gulf Road. The RPMS estimates the cost of reconstruction and resurfacing to be $1,514,000.
