History/Background: The City of Medina is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 1358 (Guilford Avenue urban collector pavement reconstruction). On June 25, 2007, the City of Medina approved Resolution No. 121-07, authorizing the improvement of Guilford Boulevard (Phase 3) in the City of Medina.

Current Conditions: Guilford Boulevard is functionally classified as an urban collector. The sponsor reports that Guilford Boulevard serves as the primary collector for the City’s southeastern residential district. The sponsor reports the average daily traffic is 6,275 vehicles per day with about 1 percent trucks. The legal speed limit is 25 miles per hour. Guilford Boulevard is a two-lane facility with an existing pavement width of 24 feet. The lanes are 12 feet wide and the sidewalks are four feet wide. The width of the existing right-of-way varies between 55 and 60 feet. On-street parking is permitted along the entire length except within 30 feet of all intersections.

Proposed Project: The proposed project involves reconstructing approximately 0.30 mile of Guilford Boulevard, from East Smith Road to East Washington Street (SR-18), in Medina. The work will include the removal and replacement of the existing concrete pavement, the removal /replacement and installation of new storm sewer and storm structures, the removal /replacement of portions of the existing drive aprons; landscaping and seeding. The estimated total cost, provided by the sponsor, is $569,160. The earmark total is $480,000. An obligation limit of 91 percent ($436,800) has been applied to the earmark total. Therefore, anything over $436,800 is the responsibility of the sponsor. The sponsor intends to administer the contract.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • The sponsor must provide for all costs over the obligation limit.
  • Advance to committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) is 52 (Poor) and is projected to be 48 (Poor) in 2008.

Committee Review:

Bicycle Advisory Council (BAC):
  • Guilford Road is on the Medina County Transportation Route System as Route #4. This section of Guilford has a very large area between the sidewalks and the road and could easily accommodate a bikeway of some sort. Provide 8’ (at a minimum) multiuse paths, which could be instead of the sidewalks. If the sidewalks aren’t converted to multiuse paths, they should be widened to a minimum of 5’. They are not currently ADA compliant.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
