History/Background: On March 24, 2010, the Board of County Commissioners, Lorain County, Ohio approved Resolution No. 10-209, requesting that NOACA place the Lorain County Guardrail Program Phase 4 project on the TIP for Fiscal Year (FY) 2010, and authorize the Lorain County Engineer (project sponsor) to administer the project using Ohio Department of Transportation’s (ODOT’s) LPA (local planning agency) process and the County Engineer to sign the LPA agreement. According to the sponsor, their office applied for and received approval for 100 percent federal safety funding to install new and upgrade deficient guardrails on various roads throughout Lorain County. The project was originally approved for FY 2014 based on CEAO’s funding prioritization.

Proposed Project: The project involves the replacement of existing substandard and/or defective guardrail along Quarry Road (CH-30), in Amherst Township, New Russia Township, Brighton Township and Wellington Township; Columbia-West River Road (CH-60), in Columbia Township; Vermont Street (CH-62), in Penfield Township and LaGrange Township; Hallauer Road (CH-75), in Pittsfield Township and New Russia Township; and Indian Hollow Road, (CH-26), Penfield Township, LaGrange Township and Carlisle Township. The work also includes embankment to provide proper setbacks to guardrail and new terminal assemblies. The sponsor reports that this project is the fourth phase of its guardrail program and will bring their guardrails up to ODOT standards at these locations (location map).

The estimated total cost, provided by the sponsor, is $300,000. The project will be funded 100 percent CEAO Highway Safety Improvement Program (HSIP) funds. The project was originally scheduled for FY 2014. However, the CEAO has funds available for this project in 2010 and is advancing the project. The project’s engineering, design and construction management will be provided by Lorain County Engineer motor vehicle gasoline tax. The sponsor intends to administer this project using the ODOT LPA process.

  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency and Safety of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #1 (Transportation Safety).
