Geauga County Roadway Guardrail Upgrade

The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-024 on March 14, 2003.

Title: Installation and/or Replacement of Guardrails along Various County Roads, in Geauga County
Sponsor:  Geauga County Engineer
Estimated Total Cost: $200,000
Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO) administered funds

History/Background:
The Geauga County Engineer qualifies for 100% federal safety funding in the amount of $200,000 to be used for guardrail upgrades. CEAO originally approved county-attributable Surface Transportation Program (C/STP) funding for this project in state fiscal year SFY 2000. The Geauga County Board of Commissioners has reviewed this project in open session.

Current Conditions:
Not applicable.

Proposed Project:
The project involves installing and/or replacing guardrails along various county roads in Geauga County. The county will utilize its guardrail database, inspect currently installed guardrail and review unprotected areas that may require guardrail. The review and inspection will help to determine specific routes and develop a priority list of guardrail replacement and installation needs. If the County Engineers’ needs exceeds $200,000, guardrail locations requiring attention will be funded with local funds. If there is a surplus of funds, the County Engineer will review the needs of township roads. In-house staff will design the project. The County Engineer intends to administer this project under the “non-traditional program” guidelines.

Staff Comment (Summary):

  • This project adheres to NOACA’s Transportation Plan Goal #3 for Transportation System Safety.
  • This project will not serve the Urban Core areas and will only marginally serve Environmental Justice (EJ) target populations.
  • Move for committee and public review in order to obtain comments.
