Title: Resurfacing Greenwich Road in Medina County
Sponsor: Medina County Engineer
Estimated Total Cost: $1,510,000
Proposed Source of Federal Funds: NOACA
History/Background: On November 6, 2006, the Board of Medina County Commissioners passed Public Convenience and Welfare Resolution 06-1019.
Current Conditions: Greenwich Road (CH-97) is a two-lane facility with lanes 11 feet wide plus aggregate shoulders two feet wide. Greenwich Road is functionally classified as a rural major collector/urban collector, from SR-3 to west of SR-57 and an urban minor arterial, from west of SR-57 to the ramp east of the SR-57. The existing pavement is 22 feet wide (plus the aggregate shoulders). The speed limit within the Village and the City is 35 miles per hour (mph). The speed limit within the townships is 55mph. The average daily traffic (ADT) is 5,000 vehicles per day with 3 percent trucks (2004).
Proposed Project: This project involves resurfacing the existing pavement along 5.80 miles of Greenwich Road, from SR-3 (Wooster Pike Road) to the ramp east of SR-57 (Wadsworth Road), in the Village of Seville, Guilford and Wadsworth Townships, and Wadsworth. The lane widths will remain the same as the existing width and will also include paved shoulders, two feet wide.
The estimated total cost, provided by the sponsor, is $1,510,000. The sponsor requests that eighty percent ($1,208,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Medina County Engineer will provide the non-federal share of construction ($302,000). The preliminary engineering costs will be borne by the sponsor. No additional right-of-way will be required. The Medina County Engineer staff will design the project following Medina County Engineer design standards for resurfacing projects, and will request to administer the project following the standards. The project can be designed and ready to construct by April 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The most recent (2006) pavement survey data show that the overall Pavement Condition Ratings (PCRs) on this segment are between 67 and 70, (fair condition). By 2010 (estimated year of construction) the regional pavement management system (RPMS) estimates PCRs on these segments will range from 55 to 57 (fair to poor condition). The RPMS recommends major rehabilitation for this section of Greenwich Road by 2010.
- For a project with the ADT, speed, and truck traffic of this one, Selecting Roadway Design Treatments to Accommodate Bicycles, published by the Office of Safety and Traffic Operations R&D of USDOT, makes the following recommendations:
Experienced riders: 14’ curb lane (with 35 mph speed limit) / 6’ paved shoulder (with 55 mph speed limit)
New, casual adults and teenagers: 4’ paved shoulder (with 35 mph speed limit) / 6’ paved shoulder (with 55 mph speed limit)
- Note to sponsor: The BAC looks to the manual noted above for guidance, but its recommendations for a specific project may differ due to the nature of the project or specific circumstances. More width would make this road safer for cyclists; however, this is a resurfacing project only. Paving the existing 2’ aggregate shoulders will be an improvement.
