The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2005-025 and as a proposed amendment to the TIP by adopting Resolution 2005-026 on June 10, 2005.
Title: Resurfacing Grafton Road in Carlisle Township Sponsor: Lorain County Engineer Estimated Total Cost: $740,000 Proposed Source of Federal Funds: NOACA
History/Background: The Lorain County Board of Commissioners approved Resolution No. 04-065 authorizing the county engineer to apply for federal aid for several proposed county road resurfacing projects.
Current Conditions: Grafton Road is functionally classified as an urban minor arterial. Grafton Road (CR-205) is a two-lane road with lanes twelve feet (12’) wide and paved shoulders four feet (4’) wide. The width of the existing right-of-way (RW) is sixty feet (60’). The average daily traffic (ADT) on Grafton Road is 8,350 vehicles per day with five percent (5%) trucks (2003 count). The posted speed limit is 40 miles per hour.
Proposed Project: This project involves planing and resurfacing approximately 2.24 miles of Grafton Road, from SR-57 to the Elyria south corporation line (SCL) in Carlisle Township. The total construction cost is estimated to be $740,000. Eighty percent of the construction (C) cost ($592,000) can be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($148,000).

The Plan/Forecast Team:- Recommends that this project go to the RTIS and TAC for consideration. This project will serve Urban Core and primary E.J. populations.
