Resurface Georgia Road in Burton Township

Title: Resurface Georgia Road in Burton Township
Sponsor: Geauga County Engineer
Estimated Total Cost: $480,000
Proposed Source of Federal Funds: SAFETEA-LU

History/Background: Burton Township was the sponsor of a Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects Earmark No. 2637 (construction and road improvements to Hubbard Road). As a result of the SAFETEA-LU Technical Corrections Act of 2008 (HR 1195), new statutory language for earmark OH 259 was amended as follows “Construction, road and safety improvements in Geauga County,” [ref P.L. 110-244, Sec 105(a) (96)]. The improvement on Hubbard Road in Burton Township was replaced with an improvement proposed for Georgia Road, which is also in Burton Township. The Geauga County Engineer is now acting as project sponsor in lieu of Burton Township. According to the Geauga County Engineer, Georgia Road was added to the Geauga County Highway System in 2004. In 2008 the pavement was in fair to good condition. The sponsor claims that by 2010, when the pavement will be 12 years old, an improvement will be needed.

Current Conditions: Georgia Road is a two-lane facility with lanes 10 feet wide, two foot wide graded shoulders and two foot wide treated shoulders. Georgia Road is functionally classified as rural major collector (per the Federal Highway Administration reclassification in 2006). The speed limit is 40 miles per hour. The average daily traffic is 2,025 vehicles per day with 2.4 percent trucks (2008 traffic count). The sponsor reports the pavement build-up is 10” chip seals and asphalt pavement and the shoulders are currently granular, but should be paved due to pedestrian and horse–drawn vehicle traffic.

Proposed Project: This project involves resurfacing the lanes and shoulders along 1.58 miles of Georgia Road (sections A and B), from Tavern Road to Chipmunk Lane, in Burton Township (location map). According to the sponsor, asphalt resurfacing and shoulder paving should suffice to address the needs of this system preservation project. The estimated construction cost, provided by the sponsor, is $480,000. $360,000 of the construction cost will be funded with SAFETEA-LU funds. The Geauga County Engineer will provide the non-federal share of construction, estimated to be $120,000. The county engineer will request to administer the project following local standards. The project can be designed and ready to construct by summer 2011.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This roadway had a pavement condition rating (PCR) of 79 in 2008. The predicted PCR for 2011 is 68. The RPMS recommends reactive maintenance.
  • This is a resurfacing project only, but the existing 2’ to 3’ granular shoulders will be paved, which will improve safety for cyclists.
