On September 10, 2010 the NOACA Governing Board approved the following regarding this project: Resolution No. 2010-032 Project Planning Review and Resolution No. 2010-033 Plan and TIP Amendment.
Title: GCRTA Fiscal Year 2010 Capital and Operating Program
Sponsor: Greater Cleveland Regional Transit Authority (GCRTA)
Estimated Total Cost: $59,291,887 ($95,826,887 including contingency projects)
Proposed Source of Federal Funds: Federal Transit Administration (FTA)
History/Background: GCRTA’s fiscal year (FY) 2010 capital and operating program is listed in the NOACA SFY 2008 – 2011 Transportation Improvement Program. The FTA formula funding allocations were announced, and GCRTA revised their program to reflect them.
Proposed Project: GCRTA is applying for various sources of funds (Section 5307 Urban Formula, Section 5309 Rail Formula, etc.) depending on the type of project (bus, rail, operating, etc.):
- The Section 5307 Capital Formula (OH-90-X705) projects include East 81st Street and East 83rd Street Track Bridge Rehabilitations, Light Rail Grade Crossing Program, Mayfield Road Rail Station Rehabilitation, University Circle Station Rehabilitation, Lee/Van Aken Station Rehabilitation, Bus Passenger Enhancements, Central Rail Maintenance Facility Roof Replacement, Oracle Software Upgrade, Operator Dispatch System Replacement, Fare Collection System, Preventative Maintenance Bus and Rail, Force Account (Bus), Third Party Contracts for Construction Management ( Rail), Force Account (Rail), Project Administration (Rail) and Rail Passenger Enhancements;
- The Section 5309 Rail Formula (OH-05-0101) projects include East Boulevard Track Bridge, West 65th Street Substation Rehabilitation, Fairhill Substation Rehabilitation, Rail Infrastructure Upgrade Program, S-Curve Reconstruction, Airport Tunnel Rehabilitation, Light Rail Grade Crossing Program, Waterfront Line Chute Plinths, University Circle Station Rehabilitation, East 55th Street Rail Station Rehabilitation, Lee/Van Aken Station Rehabilitation, Woodhill Rail Station Rehabilitation, Central Rail Maintenance Facility Roof Replacement, Rail Vehicle Overhaul - HRV, Preventative Maintenance Program, Rail Station Design, Third Party Contracts for Construction Management (Rail), Force Account (Rail) and Project Administration (Rail);
- Section 5309 Bus Discretionary project involves the University Circle Station Rehabilitation;
- Section 5316 Job Access and Reverse Commute Program (Work Access and Transportation Program);
- Homeland Security (Transit Security Improvements);
- Section 5317 New Freedom Program includes the Supplemental Non-ADA Paratransit Service and the Mobility Management/Travel Trainer;
- Transportation for Livable Communities Initiative (TLCI) Program includes the West Side Transit Center Preliminary Programming and Site Location Study and the Buckeye-Woodhill Station Area Plan; and
- Contingency Projects include S-Curve Reconstruction, University Circle Station Rehabilitation, Mayfield/East 120th Rail Station Americans with Disabilities Act (ADA) Rehabilitation, Airport Tunnel Rehabilitation, Fairhill Substation Rehabilitation and Brookpark Rapid Transit Station ADA Upgrade.

Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System), #4 (More Balanced Transportation System Enhancing Modal Choices), #5 (Improve Mobility of the Transit Dependent and Low-Income Individuals) and #7 (Foster Reinvestment in the Urban Core, Target and Manage Transportation Investments to Implement Plan Goals) and ODOT’s Access Ohio 2004 - 2030 Goal #2 (Economic Development and Quality of Life) and #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
