GCRTA Fiscal Year 2009 Capital and Operating Program

 

On March 13, 2009 the NOACA Governing Board approved the following regarding this project:

Title: GCRTA Fiscal Year 2009 Capital and Operating Program
Sponsor:GCRTA
Estimated Total Cost: $66,433,119 ($75,124,594 including contingency projects)
Proposed Source of Federal Funds: Federal Transit Administration (FTA)

History/Background: GCRTA’s original state fiscal year (SFY) 2009 capital and operating program is listed in the NOACA SFY 2008 – 2011 Transportation Improvement Program. The FTA formula funding allocations were announced, and GCRTA revised their program to reflect them.

Proposed Project: GCRTA is applying for various sources of funds (Section 5307 Urban Formula, Section 5309 Rail Formula, etc.) depending on the type of project (bus, rail, operating, etc.):
  • The Section 5307 Capital Formula projects include Bus Improvement Program, Passenger Enhancements Transit Waiting Environment (TWE), Partransit Vehicles, Fare Collection System, Capitalized Maintenance (Bus and Rail) and Project Administration;
    - The Section 5307 Grant Amendment (FTA OH-90-X607) includes Replacement Articulated Buses, Spare Parts (Bus), Capitalized Maintenance (Bus and Rail), Contingencies, Engineering and Design of Storage Facility and Passenger Enhancements (Shelter and Signage);
  • The Section 5309 Rail Formula projects include rehabilitation of the Puritas and Woodhill Rail Stations and Mayfield Rail Station Rehabilitation (land acquisition, public art design and purchase), Rail Vehicle Overhaul (LRV and HRV), Airport Tunnel rehabilitation, S-Curve Reconstruction (design), East Boulevard Track Bridge and Blue/Green Replacement Design (engineering and design), Waterfront Line (WFL) Rail Line Equipment and Structure Miscellaneous, Shaker Square Crossings Installation, Grade Crossings, Holyoke Retaining Wall Rehabilitation, Signal System (design) , Capitalized Maintenance, Real Estate Appraisal, Project Administration and Force Account.
    - The Section 5309 Grant Amendment (FTA OH-05-0090) includes East 55th Street Rail Station Rehabilitation Replacement and real estate acquisition, relocation and appraisal;
  • Section 5309 Bus and Bus Facilities Discretionary projects include Stephanie Tubbs Jones (East Side) Transportation Center, Paratransit Vehicles, Fare Collection System, Cleveland Museum of Art Intermodal Facility (East Side), University Hospital Intermodal Facility, Cleveland Clinic Intermodal Facility and Senior Transportation Connection Program;
  • Section 5316 Job Access Formula and Competitive Program;
  • Homeland Security (transit security improvements);
  • Section 5317 New Freedom Program and Competitive Program;
  • Transportation for Livable Communities Initiative (TLCI) East 116th Street Station Area Plan; and
  • Contingency Projects include Stephanie Tubbs Jones (East Side) Transportation Center, public address system, track worker safety devices, Tower City Americans with Disabilities Act (ADA) access and signaling of Moreland Pocket Track.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goals #3 (Preserve and Improve the Efficiency of the Transportation System), #4 (More Balanced System Enhancing Modal Choice) and #5 (Improve Mobility of the Transit Dependent and Low Income Individuals) and ODOT’s Access Ohio 2004 - 2030 Goals #2 (Economic Development and Quality of Life) and #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
