Reconstruction of Gates Mills Boulevard in Gates Mills Village

Title:  Reconstruction of Gates Mills Boulevard in Gates Mills Village
Sponsor:  Village of Gates Mills
Estimated Total Cost: $1,025,000
Proposed Source of Federal Funds: SAFETEA-LU

History/Background: The Village of Gates Mills in the sponsor of a Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Project (HHPP) Earmark No. 911 (Road construction and related improvements in the Village of Gates Mills).

Current Conditions:  Gates Mills Boulevard (CR-269) is functionally classified as an urban collector. Gates Mills Boulevard is a two-lane facility with lanes 10' wide, a median and curbs. The legal speed limit is 35 miles per hour (mph). The average daily traffic (AT) is 3,650 vehicles per day (Cuyahoga County Highway Traffic Counts, prepared by NOACA).

Proposed Project:  This project involves reconstructing approximately 1.1 miles of Gates Mills Boulevard, from SR-91 (SOM Center Road) to Old Mill Road (CR-427), in Gates Mills Village. The road will remain 2 lanes, but the proposed lane width will be twelve feet. The estimated total cost, provided by the sponsor, is $1,025,000. The earmark total is $400,000. An obligation limit of 91% ($364,000) has been applied to the earmark total. Therefore, anything over $364,000 is the responsibility of the sponsor.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project serves NOACA’s System Preservation Goals.
  • The sponsor must pay all costs over the obligation limit.
  • Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.


  • Plan Forecast Team:
  • Refer the project to the TransWac (Transportation Water Quality Council).


  • Regional Transportation System (RTS) Team:
  • Widening the lanes from 10 feet to 12 feet will accommodate cyclists much better.
  • This section of Gates Mills Blvd. has PCR (pavement condition rating) of 72 (fair).
  • No transit service.



  • Committee Review:
    Bicycle Advisory Council (BAC):
  • Widening the lanes from 10' to 12' will be a big improvement for cyclists


  • Transportation Water Quality Council (TransWac):
  • Locate discharge outlets into stream and use water quality best management practices (BMPs) during and post-construction to limit impact of increased flow, and deicing chemicals.


  • Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
  • Intergovernmental Review and Consultation (IGRC):
