Applications for Federal Funding

Each year, NOACA receives approximately $49 - $55 million in federal funds from the Federal Highway Administration and the Ohio Department of Transportation to allocate to projects in its five counties. Per federal law, the NOACA Governing Board determines which transportation improvement projects will be funded for NOACA-controlled funds.

NOACA encourages project sponsors to not get overly concerned about project funding categories, but to simply submit an application to us. We’re committed to funding good projects, and many projects can be funded with more than one type of funding. NOACA staff and committees will work to determine which funding category is most appropriate for a given project at a given time.

NOACA receives three types of federal-aid funds:

Surface Transportation Program (STP) funds are the most flexible, and may be applied to road and bridge reconstruction or resurfacing projects, transit capital and operational projects, bikeways and planning.

Congestion Mitigation and Air Quality (CMAQ) funds can only be used for projects that help reduce traffic congestion and improve air quality. In the NOACA region, these funds may be used for traffic signal upgrade projects, bus replacements, bike facilities, intelligent transportation system improvements, transit center and Park-N-Ride construction – and for conducting NOACA’s Air Quality Program.

Transportation Enhancement (TE) funds are used for projects that enhance or beautify transportation projects and facilities. Eligible projects include bicycle and pedestrian facilities, streetscape projects, historic transportation facility preservation and for purchasing right-of-way for a scenic vista.
