NOACA receives three types of federal-aid funding:
- Surface Transportation Program (STP)
- Congestion Mitigation and Air Quality (CMAQ)
- Transportation Enhancement Activity (TE)
STP Fund Applications
- STP funds may be applied toward road and bridge reconstruction or resurfacing projects, transit capital and operational projects, bikeways and planning.
- Currently, the STP account is more than $5 million in arrears, and projects that are ready to be added to the Transportation Improvement Program are being delayed due to insufficient STP funds. For this reason, no STP fund applications are currently being accepted while NOACA’s Regional Transportation Investment Subcommittee (RTIS) is reviewing STP policies.

Congestion Mitigation and Air Quality (CMAQ) Funds
- CMAQ funds can only be used for projects that help reduce congestion and improve air quality.
- In the NOACA region, these funds may be used for traffic signal upgrade projects, bus replacements, bike facilities, trails, construction of Park-N-Ride lots and conducting the regional Ozone Action Day program.
- Applications can be accepted quarterly.
- CMAQ projects can be added quarterly to the Long-Range Transportation Plan and annually to the Transportation Improvement Program (TIP).
- Applications for CMAQ funds for State Fiscal Year 2009 must be submitted by September 1.

Transportation Enhancement Activity (TE)
- TE funds are used for projects that enhance or beautify transportation projects and facilities.
- Eligible projects include bicycle and pedestrian facilities, streetscape projects, preservation of historic transportation facilities and purchase of right-of-way for a scenic vista.
- Because NOACA’s TE funds are already allocated or planned for existing and selected projects, no applications are currently being accepted.
