Functional Classification Map Update

After each U.S. Census ODOT, in coordination with NOACA, updates the functional classification of roadways. This is done to reflect changes in expanded urban areas and changing traffic patterns.

  • The Functional Classification System is used to identify roads, streets, and highways that are eligible for federal funds. To qualify for federal funds, a facility must be classified higher than a local road on the urban system and higher than a local road or minor collector on the rural system. (Some rural minor collectors have limited eligibility for federal aid.)
  • Functional classification is used as a management tool in transportation planning. ODOT uses functional classification as one measure of a route’s transportation importance and efficiency in project selection and program management. ODOT also uses functional classification to determine maintenance allocations and data collection needs, and to set design criteria for various roadway features such as lane and shoulder widths, horizontal and vertical clearances and design speeds.
  • In general, federal-aid may be used only on streets/highways that functionally classified higher than a local road on the urban system or higher than a local road or minor collector on the rural system.
The links below will lead to Functional Classification maps for each county in NOACA’s region. There are two maps for each county, (except Cuyahoga County) one showing rural Functional Classifications and one showing Urban Functional Classifications. There are three maps for Cuyahoga County, one shows the entire county and the other two show enlarged views in and around the Cleveland Central Business District (CBD). All of Cuyahoga County is within the Urbanized area.
