Resurfacing Franklin Street (CH-35), in Geauga and Cuyahoga County

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-029 on June 11, 2004.

History/Background:
The Geauga County Engineer will be the lead agency in sponsoring this project. The Cuyahoga County Engineer will participate in the funding of the proposed project on Franklin Street. Each county will be responsible for the construction cost and expenses for the work done in their respective jurisdiction as is stated in Resolution No. 97-068 passed by a Joint Board of Cuyahoga County and Geauga County Commissioners on May 6, 1997.

Current Conditions:
Franklin Street is functionally classified as an urban collector. It is a two-lane facility with lanes 10 feet wide. The legal speed limit is 35 miles per hour (mph). The average daily traffic (ADT) is 1,500 vehicles per day with about 1.8% trucks. Franklin Street (from Chagrin River Road to South Street) was last improved in 1997.

Proposed Project:
This project involves resurfacing the existing asphalt pavement on 1.83 miles of Franklin Street, from Chagrin River Road (TR-188) to South Street (TR-169) in Bainbridge Township, the City of Solon, Bentleyville Village and Chagrin Falls Village. The proposed pavement width will remain ten (10) feet with three (3) feet wide paved shoulders. Eighty percent ($200,000) of the construction (C) cost can be funded with NOACA-attributable Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($50,000). The Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The project will be designed and ready to construct in summer 2007.

Staff Comment(Summary):

  • This project serves NOACA’s System Preservation Goals.
  • This project will not serve Urban Core or Environmental Justice (EJ) target populations.
  • Chagrin River crossing raises watershed issues. The Chagrin is a scenic river, therefore, avoid, minimize or mitigate temporary and/or permanent negative impact on the river and its related environs by ecosystem-sensitive construction techniques. Explore the feasibility of correcting existing watershed problems created by the original design and/or placement of the transportation facility.
