History/Background:
In an effort to develop a bikeway path system, Oakwood Village has already completed the Forbes Road Fitness Trail (Phase I), which begins on Broadway at Hawthorne Valley Shopping Center and extends along  Forbes Road to Richmond Road. The Village has prepared plans for the construction of a bicycle/pedestrian facility along Broadway (Phase II) , from Richmond Road to Tryon Road.  The Broadway Avenue facility will be constructed as part of a Broadway Avenue roadway  project expected to begin construction in SFY 2002. Phase III is the Richmond Road portion of the Fitness Trail. The sponsor has secured $334,721 of ODOT Transportation Enhancement funds. The sponsor is requesting $334,721 of NOACA-attributable Surface Transportation Program Enhancement (E/STP-M) funds.

Current Conditions:
The rolling terrain found on Richmond Road (as on Forbes Road) necessitates a separate facility for pedestrians and  bicyclists.

Proposed Project:
This project involves the construction of a ten (10)  foot wide shared use path composed of 4.5 inches of asphalt concrete on a prepared path. The path will be separated from the edge of the roadway by a minimum five (5) feet. A ditch between the path and the edge of the roadway will be reconstructed to provide proper drainage. Drive culverts and subsurface drainage structures will be installed as required. A prefabricated bridge is proposed for a section of the trail on which a stream crossing may be required.

The estimated total construction cost of the project is $836,800. ODOT is funding $334, 721, NOACA would fund $334,721 and the Village of Oakwood would fund $167,358.  The sponsor contends that no right-of-way acquisition will be required for this project.
