Title: Fifth Avenue Realignment and Center Street Widening in Chardon City Sponsor: Chardon City
Estimated Total Cost: $730,000
Proposed Source of Federal Funds: SAFETEA-LU
History/Background: Chardon is the sponsor of a Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects Earmark No. 2847 (intersection improvements and related road improvements).
Current Conditions: Project planning began in the mid 1990s with the acquisition of right-of -way from Heinen's for Fifth Avenue realignment. Fifth Avenue is functionally classified as an urban collector. It is a two-lane facility with lanes nine feet wide, no curbs, treated shoulders two feet wide and sidewalks (where they exist) five feet wide. The posted speed limit is 25 miles per hour. Center Street (SR-44) is functionally classified as an urban principal arterial. It is a two-lane facility with lanes 12 feet wide. The existing pavement width is 24 feet and treated shoulders two feet wide, sidewalks and guardrails. The posted speed limit is 35 mph. The average daily traffic on Center Street is 17,500 vehicles per day with eight percent trucks (2005).
Proposed Project: The purpose of the project is to increase intersection capacity and safety at Fifth Avenue/Center Street project service area in the City of Chardon and surrounding communities. Other planned investments include the reconstruction of Fifth Avenue from Washington Street to subject project termini (OPWC 2006) and private development in this area of the city.
The project involves realigning approximately 570 feet of Fifth Avenue, east of Center Street to the end of an Ohio Public Works Commission (OPWC) project (scheduled for construction in 2006). The proposed pavement width on Fifth Avenue is 38 feet with three lanes (outer lanes 13 feet wide and center lane 12 feet wide) with curbs.
The project also includes widening approximately 550 feet of Center Street southeast of the Fifth Avenue/Center Street intersection to prior widenings to the north and south. The proposed pavement width on Center Street is 38 feet with three lanes (outer lanes 13 feet wide and center lane 12 feet wide) with curbs.
The estimated total cost, provided by the sponsor, is $730,000. The earmark total is $489,600. An obligation limit of 91 percent ($445,536) has been applied to the earmark total. Therefore, anything over $445,536 is the responsibility of the sponsor.
