Title: Resurface Fenn Road in York Township

History/Background: On January 19, 2010, the Board of County Commissioners, Medina County, Ohio adopted Public Convenience and Welfare Resolution No. 10-0030 to improve Fenn Road (CH-70) from SR-18 to Marks Road in York Township.
Current Conditions: Fenn Road is functionally classified as a rural major collector. The sponsor reports that Fenn Road, located in the central area of Medina County, is an important link between SR-3 and SR-18/SR-57/SR-252. Fenn Road is a two-lane facility. The existing pavement is 22 feet wide with 11-foot-wide lanes and aggregate shoulders. According to the sponsor, the project is needed because of the deteriorated condition of the existing pavement. The average daily traffic is 6,000 vehicles per day with one percent trucks. The speed limit is 55 miles per hour (mph), from SR-18 to CH-47 (Abbeyville Road) and 50 mph, from CH-47 to Marks Road.
Proposed Project: This project involves resurfacing the existing pavement with three inches of asphalt concrete and providing two foot wide paved shoulders along 2.21 miles of Fenn Road, from SR-18 to Marks Road, in York Township (location map). The road will remain a two-lane facility. The proposed pavement width is 26 feet, with lanes 11 feet wide and two-foot- wide paved shoulders.
The estimated total cost, provided by the sponsor, is $1,364,000. The sponsor requests that eighty percent ($1,091,200) of the construction cost be funded with NOACA-attributable Surface Transportation Program (STP) funds. The sponsor will provide the non-federal share ($272,800) of the construction cost. The sponsor intends to administer and develop the project under the ODOT local let LPA process. According to the sponsor, the project can be designed and ready to construct in 2014.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- 2008 RPMS data shows a pavement condition rating (PCR) ranging between 88 and 94 (good to very good condition) on this segment of Fenn Road (CR-70). In 2014 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating between 67 and 75 (fair condition) and recommends preventive maintenance (crack sealing) on part of this segment and reactive maintenance (thin asphalt overlay) on another part of Fenn Road. The RPMS estimates the cost of resurfacing to be $300,000.
- Widening the lanes one foot and adding two-foot paved shoulders will be an improvement for bicyclist safety, although Fenn Road will still be difficult for bicyclists.
