History/Background:  On March 24, 2005, the Board of Lake County Commissioners adopted a resolution authorizing the Lake County Engineer to pursue federal-aid funding for the replacement of the Fay Road Bridge, north in Concord Township. The bridge has been approved for CEAO local bridge (LBR) program funds for construction in calendar year 2008.

Current Conditions: Fay Road (TR-407) is functionally classified as a local road. It is a two-lane facility. The pavement width is twenty feet (20’), lanes nine feet (9’) and shoulders one-foot (1’) wide on each side. The average daily traffic (ADT) on Fay Road is 500 vehicles per day (5% trucks) 2002 count. The posted speed limit is 25 miles per hour (mph).

Proposed Project: The proposed project involves the replacement of a bridge on Fay Road over Big Creek in Concord Township. The bridge will remain two lanes, but the pavement width will be twenty-six feet (26’). The lanes will be ten feet (10’) wide with shoulders one to six feet (1 – 6’) wide on the approaches and three feet (3’) wide on the bridge. All work will be completed within the existing right-of-way. The total construction cost is estimated to be $300,000. Eighty percent ($240,000) will be funded with CEAO LBR funds. The Lake County Engineer will provide the local match ($60,000). The project can be constructed in SFY 2008.

  • Recommend this project be referred to the Transportation Water Quality Council (TransWAC) for its review and consideration review before moving to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for action.

  • Regional Transportation System (RTS) Team:
  • General appraisal is 3, which is serious. Sufficiency rating is 11, which is bad. This bridge is eligible for bridge replacement funds due to its low sufficiency rating.
  • The bridge will be widened to 2-10’ lanes with 3’ shoulders, which will be adequate to accommodate pedestrians and cyclists due to the low speed (25 mph) and low ADT (500-600).
