Resurface Fairmount Road in Newbury Township

Title: Resurface Fairmount Road in Newbury Township

History/Background: On January 28, 2010, the Board of County Commissioners, Geauga County, Ohio, aproved Resolution No. 10-013 to improve sections F and G of Fairmount Road (CH16) in Newbury Township.

Current Conditions: Fairmount Road is a two-lane facility. The pavement width is 30 feet, with lanes 12 feet wide and paved shoulders, three feet wide. Fairmount Road is functionally classified as a rural major collector. The speed limit is 50 miles per hour. The average daily traffic (ADT) is 2,500 vehicles per day with 1.9 percent trucks (2009).

Proposed Project: This project involves resurfacing the lanes and shoulders along 2.63 miles of Fairmount Road (sections F and G), from Sperry Road to Auburn Road in Newbury Township (location map). The estimated construction cost is $525,000. The sponsor requests eighty percent ($420,000) of the construction cost be funded with NOACA-administered Surface Transportation Program funds. The Geauga County Engineer will provide the non-federal share of construction ($105,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2013.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goals #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008 the pavement condition rating (PCR) on this section of Fairmount Road was 82 (good condition). In construction year 2013 the RPMS (Regional Pavement Management System) predicts that the PCR will be 64 (fair to poor condition). The RPMS also recommends major rehabilitation on this section of Fairmount Road in 2013.
  • The 12-foot lane widths plus three-foot paved shoulders and fairly low ADT make this road section fairly safe for cyclists. While a wider shoulder is desirable due to the 50 mph speed limit, this is a resurfacing only project.

  • The 12-foot lanes plus 3-foot paved shoulders and the fairly low average daily traffic make this road section fairly safe for expert cyclists. However, due to the 50 mph speed limit, pave wider shoulders if possible. Post “Share the Road” signs.
