In accordance with federal surface transportation law, NOACA receives between $42 and $45 million of federal-aid funding each year. The NOACA Governing Board is responsible for determining which transportation improvement projects in the region will be funded. As such, the funds are often called NOACA-controlled, or “NOACA attributable”. NOACA receives three types of federal-aid funds:
- Surface Transportation Program (STP)
- Congestion Mitigation and Air Quality (CMAQ)
- Transportation Enhancement Activity (TEA)
Surface Transportation Program funds are the most flexible, and may be applied toward road and bridge reconstruction or resurfacing projects, transit capital and operational projects, bikeways and planning.
Congestion Mitigation and Air Quality funds can only be used for projects that help reduce congestion and improve air quality. In the NOACA region, these funds may be used for traffic signal upgrade projects, bus replacements, bike facilities, trails, construction of Park-N-Ride lots and conducting the regional Ozone Action Day program.
Transportation Enhancement Activity funds are used for projects that enhance or beautify transportation projects and facilities. Eligible projects include bicycle and pedestrian facilities, streetscaping projects, preservation of historic transportation facilities and purchase of right-of-way for a scenic vista.

The NOACA Governing Board annually approves a Priority List of transportation improvements that will be implemented with NOACA attributable funding in the current fiscal year. You can review projects that are on this list and monitor progress on the projects through the monthly monitoring report.
