Rehabilitate Bridges on Highland Road in Euclid

History/Background: On March 19, 2007, the City of Euclid adopted an ordinance consenting and authorizing the Mayor to enter into a cooperation agreement with the Board of County Commissioners for the rehabilitation of the Highland Road Bridges, and declaring an emergency. On April 19, 2007 the Board of County Commissioners approved a resolution approving an agreement of cooperation by and between the Board of County Commissioners of Cuyahoga County, Ohio and the City of Euclid for the rehabilitation of four bridges on Highland Road, over Euclid Creek, in the City of Euclid.

Current Conditions: Highland Road is functionally classified as an urban minor arterial. Highland Road is a four-lane facility. The pavement width is 52 feet. The width of the existing right-of-way is 80 feet. The speed limit is 35 miles per hour. The average daily traffic on Highland Road is 16,598 vehicles per day with 2 percent trucks (2001 count). All four bridges on Highland Road were constructed in 1968 and have similar structural and functional deficiencies. According to bridge inspection reports dated June 5, 2008 and July 2, 2008, the bridges have a General Appraisal of 5 and a Sufficiency Rating that vary from 48.9 to 58.8. The sponsor reports that all four bridges were selected for rehabilitation due to their deteriorated condition.

Proposed Project: The proposed project involves the rehabilitation of four bridges on Highland Road (Sections 00.13, 00.31, 00.54 and 00.55), over Euclid Creek, in the City of Euclid (location map). The work on the four bridges will include replacing the reinforced concrete deck, including sidewalks and railing; repairing, retrofitting and painting the steel superstructures, including bearings; modifying, repairing, patching and sealing the reinforced concrete abutments and piers; replacing the reinforced concrete approach slabs; replacing and shoring up the channel and slope protection; and modifying the bridge deck and approach roadway drainage systems. Existing sewer and waterlines will need to be reattached to the bridges.

According to the sponsor, the proposed project will improve safety on each bridge, extend the service life of the bridges and provide a superior driving surface for vehicles. The sponsor has requested that all four bridges be included in a single construction contract to minimize the duration of construction and limit traffic concerns as opposed to letting multiple contracts in different years. The estimated total construction cost is $9,785,600. The sponsor is requesting that eighty percent ($7,828,480) of the construction (C) cost be funded with NOACA-attributable Surface Transportation Program (STP) funds. The Cuyahoga County Engineer will provide the remaining twenty percent ($1,957,120) of the construction cost.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:

  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #1 (Transportation Safety) and #4 (System Preservation).
  • Best available practices should be used to avoid water quality degradation in Euclid Creek during and after construction.
  • Recommend committee and public review in order to obtain comments.

These bridges all have a General Appraisal rating of (5) fair condition. The sufficiency rating evaluates separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. The ratings are between 0 and 100 with 100 being a completely sufficient bridge and 0 being a completely deficient bridge.
