Title: Minor Rehabilitation and Bridge Repair on I-90 in Elyria, Sheffield and Avon

History/Background: This project is included in ODOT District 3’s Preservation (Highways & Bridges) Program.
Current Conditions: I-90 is functionally classified as an urban interstate. It is a four-lane facility with lanes twelve feet (12’) wide. The inside shoulders are four feet wide and the outside shoulders are ten feet wide. The existing pavement width is 38 feet in each direction. The legal speed limit is 65 miles per hour. The average daily traffic is 55,560 vehicles per day with 14 percent trucks (2005 count).
Proposed Project: This project involves minor rehabilitation along 5.59 miles of I-90, from 0.18 mile west of SR-57 to a structure over French Creek, in Elyria, Sheffield and Avon. The project also includes bridge maintenance. The total construction cost is estimated to be $5,118,204. Ninety percent ($4,606,384) of the construction cost will be funded from the district’s Preservation (Highways & Bridges) Program. ODOT will fund the ten percent ($518,820) non-federal share. The ODOT District 3 production department will prepare the plans for the project. The project’s estimated award date is October 1, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- This section of I-90 carries one Lorain County Transit route (70), operating a total of six buses in both directions.
- According to NOACA’s Regional Pavement Management System, the pavement condition ratings (PCRs) in this section of I-90 are projected to be 71-76 (fair to good condition) for 2008. Projected PCRs for 2011are 61-65 (fair to poor condition).
- On this segment of I-90 there are 16 bridges to be rehabilitated; NOACA’s 2006 bridge file shows General Appraisal ratings of 5-8 (fair to very good). The General Appraisal of a bridge is defined as the lowest rating for the bridge’s superstructure or substructure.
