East River Road/Chestnut Ridge Road Resurfacing

 

The NOACA Governing Board approved the following projects for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2002-075 on December 13, 2002.

Title: Resurfacing East River Road/ Chestnut Ridge Road in Carlisle Township and Eaton Township

History/Background:
The Lorain County Board of Commissioners approved Resolution No. 02- 393 authorizing the county engineer to apply for federal aid for several proposed county road resurfacing projects.

Current Conditions:
East River Road and Chestnut Ridge Road are non-curbed two lane roads. East River and Chestnut Ridge Roads are functionally classified as urban collectors. The average daily traffic on East River Road/ Chestnut Ridge Road is 6,000 vehicles per day with 4 percent trucks (2001 count). The posted speed limit varies from 35 to 55 mph. The existing pavement width is twenty-two feet (24') with three feet (3') asphalt shoulders. The existing right-of-way is sixty feet (60').

Proposed Project:
This project involves planing and resurfacing East River Road, from the Elyria south corporation line (SCL) to Chestnut Ridge Road (in Carlisle Township) and Chestnut Ridge Rd, from the East River Road to the Elyria WCL (in Carlisle Township) and from the Elyria ECL to the North Ridgeville SCL (in Eaton Township). Total construction cost is estimated to be $1,341,000. Eighty percent of the construction cost ($1,072,800) will be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($268,200). Construction is estimated to occur beyond SFY 2007.

Staff Comment (Summary):

  • This project is infrastructure rehabilitation and is consistent with NOACA's planning principle for maintaining the existing system and transportation safety.
  • This project is consistent with Lorain County Engineers' Annual Highway Condition Report, March 27, 2002.
  • Construction should be coordinated with LCT (Route #52 is in the project area).
  • Move for committee and public review in order to obtain comments.
