Title: Preliminary Engineering (PE) of Eagle Avenue/Stones Levee in Cleveland

History/Background: The City of Cleveland is the sponsor of a Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) earmark House High Priority Projects (HHPP) Earmark No. 2582 (Construct Eagle Avenue Viaduct – Demolish bridge, realign the roadway to replace the bridge and reconstruct two other bridges). The project will use the SAFETEA-LU funds for preliminary engineering (PE).
The City proposes to use the earmark to look at the alignment of Canal Road and Stones Levee Bridge replacement (as per a study prepared by Parsons Brinckerhoff) and advance the Ohio Department of Transportation’s (ODOT) project development process (PDP) through steps 4 – 8.
According to the sponsor, the purpose of the project is to provide a convenient route along the east bank of the Cuyahoga River to divert traffic, (especially truck traffic) to the interstate highway system without having to go through a residential neighborhood.
Current Conditions: The sponsor states the project will serve the entire east bank of the Flats, from Front Street to Commercial Road Hill. The demographics include a mixed use of commercial, residential, entertainment and industrial. The materials handling industry will benefit the most in transferring stone aggregate from ships to trucks for delivery to other areas.
Proposed Project: The proposed project is the result of the recommendations outlined in the Eagle Avenue Alternative Study. Five alternatives were considered ranging from a no build alternative to replacement in kind. The results of the study can be found at www.clevelandflats.org. The preferred alternative (Alternative 2) includes demolition of the existing Eagle Avenue Viaduct (completed in 2005), reconstruction of West 3rd Street, from Stones Levee to Commercial Road Hill and replacement of the Commercial Road Hill Bridge. The estimated cost of this alternative is $37 million. According to the sponsor, at least three public meetings have been held regarding this project. A separate alternative survey was also presented for public input on the alternatives. The earmark total is $400,000. An obligation limit of 91% ($364,000) has been applied to the earmark total. Therefore, anything over $364,000 is the responsibility of the sponsor.

“This bridge crosses over RTA’s tracks. Hence, the Project Sponsor must coordinate with RTA for construction access and protection of the tracks beneath the bridge. RTA safety and flagging procedures are required to be followed.” – GRCTA
