Bridge Replacement on Dodd Road in Willoughby Hills

History/Background: On November 25, 2008, the Board of County Commissioners, Lake County, Ohio approved a Resolution authorizing the Board of Lake County Commissioners to pursue federal-aid funding for the replacement of the Dodd Road Bridge in Willoughby Hills, Ohio. The Dodd Road Bridge is listed in the CEAO FY 2008 – 2013 local bridge (LBR) program for construction in calendar year 2014.

Current Conditions: Dodd Road is functionally classified as an urban local road. The sponsor reports that the bridge on Dodd Road is structurally deficient. The roadway is two lanes, nine feet wide with one-foot wide paved shoulders. The bridge on Dodd Road is a two-lane facility with lanes ten feet wide. The bridge has a pavement width of 20 feet. The speed limit is 25 miles per hour. The average daily traffic on Dodd Road is 310 vehicles per day with two percent trucks.

Proposed Project: The project involves the replacing the bridge on Dodd Road, over the Chagrin River, north of US-6, in Willoughby Hills. The sponsor reports that the BR-86 bridge inspection report (annual bridge inspections are a management tool used to develop bridge project work) indicates the major components (abutments excepted) have served their useful life. According to the sponsor, textured, colored box beam and smooth line rail will replace the pony truss and guard rail look. The proposed pavement width of the bridge is 28 feet with two 10-foot wide lanes and four-foot wide paved shoulders. The project length is approximately 575 feet. The proposed project’s estimated total cost is $1,673,450. The estimated cost of right-of-way is $10,000, to be funded locally, and the estimated construction cost is $1,663,450. Eighty percent ($1,330,760) of the construction cost will be funded with CEAO LBR funds. The sponsor will provide the remaining share ($332,690). CEAO has programmed construction for calendar year 2014.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation)
  • Best available practices should be used to avoid water quality degradation in Chagrin River during and after construction.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The general appraisal rating is 4 (poor) and the sufficiency rating is 46.9 out of 100.
  • The widened bridge and paved shoulders will increase safety for bicyclists and pedestrians.
