Bridge Replacement on Dines Road in Russell Township

History/Background: On March 5, 2007, the Geauga County Board of County Commissioners approved Resolution No. 07-050 to reconstruct the Dines Road Bridge, Structure #144-1.72 in Russell Township. The sponsor received CEAO approval for the project to use federal-aid Local Bridge (LBR) funds, administered through the CEAO.

Current Conditions: Dines Road is functionally classified as an urban local road. The average daily traffic is 500 vehicles per day with about 2 percent trucks (2007 traffic count). The legal speed limit is 35 miles per hour. The bridge was built in 1957. The sponsor reports the bridge’s general appraisal rating is 4A with a sufficiency rating of 47.1. The load limits on the bridge have been reduced by 30 percent. Dines Road is a two-lane facility with lanes 9 feet wide and shoulders two feet wide. The pavement width, including shoulders is 18 feet, and the width of the existing bridge is 21 feet.

The sponsor reports the existing abutments for the steel truss bridge are being undermined by the Chagrin River. The width of the existing right-of-way is 60 feet. The sponsor further reports the profile of the road is deficient due to the truss. The profile of the road, in the immediate vicinity of the bridge, should be improved. The sponsor states the next step in the planning process should be to perform a structure type study. The sponsor states the last improvement to the bridge was a rehabilitation in 1983.

Proposed Project: The project involves the replacement of the bridge on Dines Road, over the Chagrin River, about one-half mile west of SR-306, in Russell Township. The existing steel five panel truss bridge will be replaced and the profile of the road will be improved as part of the project. The bridge will remain two lanes, but with lanes 11 feet wide and shoulders three feet wide. The proposed pavement width of the bridge is 28 feet with a proposed pavement width of 22 feet. The bridge is 55 feet long. The project length is approximately 600 feet. The sponsor has suggested that special provisions on the structure may be required over the designated scenic river (i.e. Chagrin River). The project will be designed by the Geauga County Engineers’ in-house staff using Geauga County local standards. The sponsor intends to administer the project.

The estimated service life of the project is fifty years. The estimated total cost, provided by the sponsor, is $605,150. Ninety-five percent of the construction (C) cost ($574,893) will be funded with LBR funds. The Geauga County Engineer will provide the non-federal share of construction ($30,258). The project can be designed and ready to construct in the summer of 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
  • This project has been approved by the County Engineers Association of Ohio (CEAO) for the Local Bridge Funds (LBR) in SFY 2011. The sponsor wants to advance the project to SFY 2009. Unless the CEAO approves the advancement of the project, it will be programmed by NOACA for SFY 2011.
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This bridge has a sufficiency rating of 59.6 and a general appraisal of 5 which is Fair condition.

Bicycle Advisory Council (BAC):
  • This section of Dines Road has a very low ADT--500 currently and 850 estimated for 2027. This project would widen the pavement on the bridge from 21' (two lanes at 10' +) to 28' (two lanes at 11' plus two 3' paved shoulders) and the pavement of the adjoining roadway would be widened from 18' to 22'. This widening will improve safety for cyclists.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
