ODOT District 12 – Bridge deck replacement on Detroit Road over I-90 in Rocky River

 

On September 9, 2005, the NOACA Governing Board approved the following regarding this project:

History/Background:  This project is included in ODOT District 12’s SFY 2008 Bridge Program.

Current Conditions: SR -254 is functionally classified as an urban major arterial. SR-254 is a four (4) lane facility with a pavement width of fifty-two feet (52’) and a right-of-way (RW) width of eighty feet (80’). The legal speed limit on SR-254 is 35 miles per hour (mph). The average daily traffic (ADT) on SR-254 is 23,700 vehicles per day (ODOT). SR-2 and I-90 are functionally classified as urban principal arterials.

Proposed Project: This project involves replacing the bridge deck on Detroit Road (SR-254), over I-90, in the City of Rocky River. Ninety percent ($1,188,000) of the construction (C) cost will be funded from the Interstate Maintenance (IM) funds. ODOT will fund the 10% ($132,000) non-federal share. The project would be awarded in July 2007 (SFY 2008).

Recommend this project go to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for consideration.

Regional Transportation System (RTS) Team:
  • The general appraisal is 6 (not bad) and the sufficiency rating is 74.7 (within the threshold to receive federal rehabilitation funds).
  • This section of Detroit Road is categorized for experienced cyclists only on the Cuyahoga County Bike Transportation Map. Federal guidelines call for a 14’ wide curb lane to accommodate experienced cyclists for a road with this ADT, speed, and truck traffic. This bridge provides 14’ curb lanes and will accommodate experienced cyclists on the road.
  • The bridge does and will have 6’ sidewalks on each side of the road, which is adequate for pedestrians.
