History/Background: In 2006, a corridor study was completed for Detroit Road (SR-254) from Bradley Road to Clague Road in the City of Westlake. The study produced a preferred alternative for improving the Detroit Road corridor. Although the recommendations were for the entire corridor, phases were identified in order to allow the project to be completed in stages. The City of Westlake applied for Safety and Congestion Program funds to complete the intersection of Detroit Road and Dover Center Road (CR-58). In a letter dated June 25, 2007, the Ohio Department of Transportation (ODOT) advised the City of Westlake that their application for Safety and Congestion Funds was approved.

Current Conditions: Detroit Road is functionally classified as an urban minor arterial, and Dover Center Road is functionally classified as an urban collector. Detroit Road is a three-lane facility with lanes 12 feet wide, 5-foot wide sidewalks, a pavement width of 36 feet, and a right-of-way width of approximately 60 feet. The average daily traffic on Detroit Road is 18,240 vehicles per day with one percent trucks (2003) and the posted speed limit is 35 miles per hour (mph). The sponsor reports that the intersection of Detroit Road and Dover Center Road is the third highest ranked intersection in the City of Westlake based on 51 crashes in the three-year period from 2003 to 2005 (Source: City of Westlake Police Department). The sponsor reports that in order to identify crash types and severity, crash data were gathered from the Ohio Department of Public Safety Database. The database lists 54 crashes at the Detroit Road/Dover Center Road intersection for the same time period. The sponsor reports that the intersection currently operates at level of service (LOS) C in the AM peak period and LOS D in the PM peak period. According to the sponsor, the rear end crashes (the majority of crashes at the intersection) are directly linked to congestion that occurs at the intersection.

Proposed Project: This project involves widening Detroit Road from three lanes to five lanes at the intersection of Dover Center Road. The existing left-turn lanes on Dover Center will also be extended to the required length based on ODOT standards. The project will include approximately 2,000 feet (0.38 mile) of total length along Detroit Road and approximately 150 feet (0.28 mile) along Dover Center Road. The proposed pavement width on Detroit Road is 62 feet. The proposed lane width will vary from 12 (inside) to 13 feet (outside). The proposed width of the right-of-way is 80 feet. The sidewalks will remain 5 feet wide and the speed limit will remain 35 mph. The estimated total cost, provided by the sponsor, is $3,119,500. The estimated cost of preliminary engineering (PE) is $192,500, to be financed locally. The estimated right-of-way (RW) cost is $220,000. Of this amount, $162,000 will be funded with Safety and Congestion Funds. Anything over this amount will be funded locally. The estimated construction (C) cost is $2,707,000. Of this amount, $2,030,000 will be funded with Safety and Congestion Funds. Approximately $677,000 of the estimated construction cost will be funded locally. The sponsor estimates PE will be completed in SFY 2008. RW will be acquired in SFY 2009 and construction can begin in SFY 2010.

  • SR-254 carries a total of 50 GCRTA buses in both directions on three routes (46, 55, and 808).

GCRTA has several bus routes serving Detroit Road, with service seven days a week, and bus stops on Detroit Road on both the eastbound and westbound intersections of Detroit and Dover Center Road.

It is requested that the project sponsor design these bus stop elements into the project, which may include:
  • Concrete bus pads if roadway surface will be blacktop
  • Easy access from the sidewalk to a concrete pad at the boarding location, upon which GCRTA customers can wait
  • Provisions for bus stop signs
  • Landscaping if possible
