On December 9, 2011, the NOACA Governing Board approved the following regarding these projects: Resolution No. 2011-043 Project Planning Review and Resolution No. 2011-044 Plan and TIP Amendment. The Project Planning Review (PPR) and Intergovernmental Review and Consultation (IGRC) processes for these projects are now complete.

PPR Process
The PRR process is comprehensive and takes at least three months. Check this link to see the calendar year 2011 PPR schedule.
- Staff Review
NOACA staff reviews the project application for completeness and appropriate documentation and offer comments. Transportation Division staff also assesses each project with regard to the ten transportation goals of the regional Transportation Plan, Connections 2030.
- Committee Review
Staff comments are summarized and distributed quarterly to various NOACA committees and councils for further review and comment, beginning as an information item to the Transportation Advisory Committee (TAC). The project is presented again to the TAC the following month for its recommendation to the Board.
- Intergovernmental Review and Consultation (IGRC) and Public Involvement
Each project is available for public involvement and intergovernmental review from the time it goes to the TAC until the Board makes a decision. Staff comments about each project, as well as those from the public, committees and governmental organizations, are posted on the NOACA Web site.
- Governing Board Review/Consideration
After comments are gathered and TAC makes its recommendations, the Governing Board considers the project for approval. When approved, the Governing Board issues a resolution indicating that the project review has been successfully completed. This resolution allows the project to be amended to the Transportation Plan and become a candidate to be amended to the TIP.
