Governing Board Action: December 13, 2002
At today’s monthly NOACA Governing Board meeting, members approved transportation improvements scheduled for implementation in Fiscal Year (FY) 2004 or 2005 (these are listed in the November 2002 infoTIP). These projects will be implemented with NOACA-controlled federal funds.
The Board also approved amending the region’s Transportation Plan with the addition of several Transportation Enhancement projects. A NOACA task force reviewed over thirty applications for transportation enhancement projects this year, with the goal of recommending several projects for funding in FY 2004 or 2005. The task force developed a tiered system for prioritizing the enhancement projects. Today the Board adopted this recommendation, approving 17 projects for funding in the FY 2004 and 2005 NOACA Transportation Improvement Program (TIP), and 12 other projects for placement in the Transportation Plan.
The Board adopted a resolution to add an enhancement project for the City of Eastlake to the FY 2003 Transportation Improvement Program priority list. This action allows the enhancement to be implemented within the next year. The enhancement involves landscaping and pedestrian improvements along Vine Street and SOM Center Road near the stadium.
Due to available funding, the following projects will also be moved into the FY 2003 priority list ahead of schedule:
- Right-of-way for the reconstruction of North Carpenter Road from SR-303 to Boston Road in Brunswick & Brunswick Hills (construction phase is in the FY 2005 Reservoir Project List)
- Right-of-way for the reconstruction of Ferndale Avenue between Sheffield and Harris Roads in Sheffield Lake (construction phase is in the FY 2005 Reservoir Project List)
- Streetscaping enhancement for Chagrin Boulevard from Avalon to Lee Road in Shaker Heights
- Resurface Sperry Road from SR-87 (Kinsman Road) to Mayfield Road in Newbury, Russell, and Chester Townships
- Resurface Middle Ridge Road from the east corporation line to the SR-2 underpass in Amherst
- Replacement buses for Laketran
Members also amended the State Fiscal Year 2002-2005 TIP with the following projects:
- Bridge replacement, Bellaire Road over Big Creek in Cleveland
- Planing and resurfacing East River Road from the Elyria south corporation line (SCL) to Chestnut Ridge Road (in Carlisle Township); Chestnut Ridge Rd. from the East River Road to the Elyria WCL (in Carlisle Township) and from the Elyria ECL to the North Ridgeville SCL (in Eaton Township)
- Bridge rehabilitation, Harvard Road over the Cuyahoga River in Cleveland and Cuyahoga Heights Village ,/li>
- Bridge rehabilitation, Jennings Road over Big Creek in Cleveland
- Planing and resurfacing approximately 0.75 mile of Lake Avenue from Elyria Avenue to North Ridge Road (in Elyria Township) and approximately 1.23 miles of Elyria Avenue from Lake Avenue to Clifton Avenue (in Elyria and Sheffield Township)
- Planing and resurfacing approximately 2.77 miles of Oberlin-Elyria Road from Butternut Ridge Road to the Elyria south corporation line in Carlisle Township
- Bridge replacement, St. Clair Avenue over Rockefeller Park and Doan Brook in Cleveland
- Bridge rehabilitation, Triskett Road over the Norfolk Southern railroad tracks and Greater Cleveland Regional Transit Authority tracks in Cleveland
- Bridge replacement, Warrenville Center Road over the Norfolk Southern railroad tracks in Warrensville Heights
- Bridge replacement, West 130th Street over a branch of Big Creek in Cleveland
- Medina County Transit's fiscal year 2003 capital program, including: purchase of four replacement light transit vehicles, five fare boxes, five mobile radios, and one computer workstation laptop with docking station
