NOACA Board Adds Projects to Long-Range Transportation Plan


Today the NOACA Governing Board approved adding 20 projects to Connections 2030, the region’s long-range transportation plan, and 14 of these projects to the State Fiscal Years 2006 – 2009 Transportation Improvement Program (TIP). Connections 2030 identifies federally funded road, bridge, transit and bikeway projects envisioned for Northeast Ohio over the next 20 years. The TIP is the implementation tool for the Plan, scheduling projects over a four-year period based on available federal funding.

Seven of the 14 projects being added to both Connections 2030 and the TIP are related to the massive Cleveland Innerbelt project that has been in the planning phase for a number of years. They include:

  • Constructing a new westbound bridge, including new ramps in the Central Interchange;
  • Reconstructing the existing I-90 eastbound bridge, including bridge deck replacement and repair of the structural steel;
  • Reconstructing the I-77 approach to the Central Interchange;
  • Reconstructing and widening the overhead trench bridges;
  • Reconstructing the overhead curve bridges and building a new overhead railroad bridge;
  • Modifying Innerbelt access locations from the Central Interchange to the Innerbelt Curve; and
  • Relocating the Innerbelt Curve from the trench section to the east Shoreway.
By adding these projects to the TIP, NOACA anticipates that construction will begin within the next four years. In addition to the Innerbelt projects, the Board approved seven other projects in Cuyahoga, Geauga and Lake counties for inclusion in the TIP.

At the meeting, the Board also approved modifying the region’s water quality management plan, Clean Water 2000, by transferring the Copper Creek Subdivision of the Lorain Wastewater Facility Planning Area to the Amherst Wastewater Facility Planning Area. Clean Water 2000 allows for modifications to wastewater facility planning boundaries with the consent of affected parties and the NOACA Governing Board.
