NOACA BOARD AMENDS LONG-RANGE TRANSPORTATION PLAN

At the December board meeting, the NOACA Governing Board voted to amend the Transportation Plan (Connections 2030), which identifies the region’s major transportation investments and strategies 25 years into the future, by adding the following two projects:

  • Rehabilitation of 8.53 miles of I-90, from Morley Road to Paine Road in Concord and Leroy Townships in Lake County
  • Substructure sealing, deck sealing and spot painting of the structural steel of various bridges located along I-71 in Medina County.
The board also approved the following amendments to the State Fiscal Year 2006-2009 Transportation Improvement Program (TIP):
  • Extend Bessemer Avenue, from East 87th Street to Aetna Avenue, in Cleveland;
  • Streetscape improvements and enhancements along Detroit Avenue, from West 75th Street to West 58th Street, in Cleveland;
  • Repair and resurface Ridgebury Boulevard, from Richmond Road (SR-175) to SOM Center Road (SR-91), in Lyndhurst, Mayfield Heights, Highland Heights and Mayfield Village; and
  • Repair and resurface Snow Road, from Ridge Road (SR-3) to Broadview Road (SR-176), in Parma.
In addition, the board approved technical amendments in the TIP for Greater Cleveland Regional Transit Authority’s program for intermodal facilities at the Cleveland Museum of Art in University Circle, University Hospitals of Cleveland on Euclid Avenue, and the Cleveland Clinic at Euclid Avenue and East 93td Street, as well as for a planning study of the I-480 and Tiedeman Road interchange in the city of Brooklyn. These projects were earmarked for funding by the Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2005—a Legacy for Users (SAFETEA-LU), the $286 billion surface transportation bill signed into law in August.

The NOACA board also passed a resolution endorsing the Northeast Ohio Regional Sewer District (NEORSD) 30-Year Implementation Plan for combined sewer overflow (CSO) control. This plan aims to protect the environment and avoid imposing financial burden on northeast Ohio residents. In another resolution, the NOACA board recommends that the governor sign Ohio Senate Bill 87, which was amended to exempt Section 5310 vehicles from new ambulette licensing requirements. Section 5310 vehicles are federally subsidized wheelchair-equipped vehicles that are awarded to non-profit organizations that serve the elderly and physically challenged.

Board members also presented colleagues with resolutions of appreciation for their service and participation on the NOACA Board. Board members honored Cleveland Mayor Jane Campbell (10 years of service); Chagrin Falls Mayor Lydia Champlin (four years of service); Columbia Township Trustee Kenneth Roth (five years of service); and Chris Ronayne, Mayor Campbell’s chief of staff (four years of service), who conclude their public service at the end of 2005.
