On March 12, 2010 the NOACA Governing Board approved the following regarding this project: Resolution No. 2010-008 Project Planning Review Resolution No. 2010-009 Plan and TIP Amendment.

Title: Culvert Replacements on US-224 in Medina County & SR-301 in Wayne County
Sponsor: Ohio Department of Transportation (ODOT) District 3
PID No.: 86161
Estimated Total Cost: $368,580 (preliminary engineering and construction)
Proposed Source of Federal Funds: ODOT

History/Background: This project is included in the ODOT District 3 SFY 2011 maintenance program.

Current Conditions: US-224 (Greenwich Road) is functionally classified as a rural principal arterial. US-224 is a two-lane facility with lanes twelve feet wide, plus two bituminous shoulders at two-to-three feet and aggregate shoulders three feet wide. The pavement width on US-224 is 28 feet (at 2.97) and 30 feet (at 5.90). The width of the existing right-of-way varies from 60 to 145 feet. The average daily traffic on US-224 is 5,320 vehicles per day with 29 percent trucks (2009). The legal speed limit for US-224 is 55 miles per hour.

Proposed Project: This project involves replacing two culverts on US-224, respectively located 0.55 mile east of SR-301 in Homer Township and 0.51 mile west of US-42, in Harrisville Township, in Medina County (location map). This project also involves concrete inverts on SR-301 in Wayne County. The estimated total cost of the project is $368,580. The estimated cost of preliminary engineering (PE) is $16,000. The PE phase will be funded by ODOT. The estimated construction cost is $352,580. Eighty percent ($282,064) of the construction cost will be funded with National Highway System funds and Surface Transportation Program funds. ODOT will fund the twenty percent ($70,516) non-federal share. The project’s estimated award date is October 1, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • According to ODOT District 3 these culverts do not have a SFN number because they are less than 10 feet long, so no information on these culverts exist in the bridge inventory file.
