NOACA Committees

 

Standing committees provide advice and policy recommendations to the Governing Board, and provide a forum for in-depth discussion and analysis of relevant issues and agenda items prior to consideration by the Board.

NOACA standing committees, subcommittees and 2009 committee chairpersons:

Executive Committee
2010 Chair: James R. Gills, Lake County Engineer

The Executive Committee serves as a liaison to the Governing Board, and provides advice to the Executive Director and staff between board meetings.

Transportation Advisory Committee (TAC)
2010 Chair: Robert C. Klaiber, Jr., Cuyahoga County Engineer

Regional Transportation Investment Subcommittee (RTIS)
2010 Chair: Robert L. Phillips, Geauga County Engineer

The TAC assists the Governing Board and agency staff in developing short and long-range plans and programs for the five-county region in accordance with federal and state law. The TAC helps identify significant transportation issues, and uses a regional approach to address these issues within the framework of authority granted by law. The RTIS helps the TAC manage the Transportation Plan and Transportation Improvement Program.

Environmental Advisory Committee (EAC)

Air Quality Subcommittee
2010 Chair: Robert E. Aufuldish, Lake County Commissioner

Water Quality Subcommittee
2010 Chair: Dean E. DePiero, Mayor City of Parma

The EAC provides advice and policy recommendations to the Governing Board with regard to environmental planning powers of the agency. The EAC assists the Board and agency staff in identifying significant environmental problems, priorities and concerns with development of a comprehensive, regional approach to environmental concerns. The Air Quality Subcommittee focuses on air quality issues and the Water Quality subcommittee, on issues pertaining to water quality and stormwater management.

Planning Advisory Committee (PAC)
2010 Chair: Robert N. Brown, City of Cleveland Planning Director

The PAC’s principal function is to assist the agency and its members in development of comprehensive, areawide plans in the areas of transportation and wastewater management by providing review and comment at appropriate stages in the planning process and providing technical advice and recommendations on comprehensive planning issues.
