History/Background: On January 19, 2010, the Board of County Commissioners, Medina County, Ohio adopted Public Convenience and Welfare Resolution No. 10-0031 to improve Columbia Road (CH-24) from Lafayette Road to SR-18 in York Township and Lafayette Township.

Current Conditions: Columbia Road is functionally classified as a rural major collector. The sponsor reports that Columbia Road, located in the central area of Medina County, is an important link between US-42 (Lafayette Road) and SR-252. Columbia Road is a two-lane facility. The existing pavement is 22 feet wide with 11-foot-wide lanes and aggregate shoulders. According to the sponsor, the project is needed because of the deteriorated condition of the existing pavement. The average daily traffic is 5,100 vehicles per day (3.9 percent trucks), north of Smith Road and 3,700 vehicles per day (1 percent trucks), south of Smith Road (2008). The speed limit is 45 miles per hour (mph), from US-42 to Branch Road, 50 mph, from Branch Road to Stone Road and 45 mph, from Stone Road to SR-18.

Proposed Project: This project involves resurfacing the existing pavement with three inches of asphalt concrete and providing two-foot-wide paved shoulders along 3.66 miles of Columbia Road, from Lafayette Road to SR-18 (Norwalk Road) in Lafayette and York Townships (location map). The road will remain a two-lane facility. The proposed pavement width is 26 feet, with lanes 11 feet wide and two foot wide paved shoulders.

The estimated total cost, provided by the sponsor, is $2,195,000. The sponsor requests that eighty percent ($1,756,000) of the construction cost be funded with NOACA-attributable Surface Transportation Program (STP) funds. The sponsor will provide the non-federal share ($439,000) of construction cost. The sponsor intends to administer and develop the project under the ODOT local let LPA process. According to the sponsor, the project can be designed and ready to construct in 2013.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 RPMS data shows a pavement condition rating (PCR) ranging between 71 and 73 (fair condition) on this segment of Columbia Road (CR-24). In 2012 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating between 57-59 (fair to poor condition) and recommends major rehabilitation on this segment of Columbia Road. The RPMS estimates the cost of resurfacing to be $1,941,000.
  • The addition of the two-foot paved shoulders will increase safety for bicyclists, although it will continue to be for experts only.
