Columbia Road/CSX Railroad Grade Separation

 

The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-036 on June 13, 2003.

Title: Minor Rehabilitation and Resurfacing on I-90 in Cleveland
Sponsor:  Ohio Department of Transportation (ODOT) District 12
Estimated Total Cost: $13,310,000
Proposed Source of Federal Funds: ODOT

History/Background:
This project is included in ODOT District 12’s Pavement Program.

Current Conditions:
I-90 is functionally classified as an Interstate principal arterial. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) is varies between 72,650 and 96,450 (1996 count). GCRTA operates flyer service along this segment.

Proposed Project:
This project involves minor rehabilitation and resurfacing approximately six (6) miles of I-90, from SR-252 (Columbia Road) to Joslyn Road, in Westlake, Rocky River, Lakewood and Cleveland. Ninety percent ($11,979,000) of the construction (C) cost will be funded with Interstate Maintenance (IM) funds. ODOT will use toll revenue credit for the matching share ($1,331,000) non-federal share. This project would begin in SFY 2005.

Staff Comment (Summary):

  • This project meets NOACA’s Framework For Action 2025 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • Freeway flyer service may be affected during construction.
  • The project serves automobile, truck and transit users within project limits that include three Urban Core Communities (Rocky River, Lakewood and Cleveland) and one non-Urban Core Community (Westlake).
  • The project serves primary Environmental Justice (E.J.) populations in Lakewood and Cleveland to the extent that they drive or use flyer service. It serves secondary populations, disabled, carless, et. al., to the extent that they use transit or special transit.
  • I-90 is an important freight route for trucks and for paratransit operators.
  • Move for committee and public review in order to obtain comments.
