Cleveland Innerbelt Study

Numerous individuals and organizations have sent comments on bicycle/pedestrian lanes for the new Innerbelt Bridge.

Initiated by the Ohio Department of Transportation District 12, the Cleveland Innerbelt Study involved an extensive area that encompasses:

  • most of the downtown Cleveland central business district CBD),
  • local street influence areas of the CBD,
  • freeway access interchange areas, and
  • the Innerbelt curve.
The Major Investment Studies (MIS) process evaluated various alternatives to solve traffic problems along the Innerbelt. At a minimum, improvements to the Innerbelt and Central Viaduct would include a comprehensive rehabilitation of existing infrastructure, which was constructed in the late 1950s:
  • reconstruction of portions of the road, including the Innerbelt curve;
  • Central Viaduct bridge deck replacement; and
  • work on the bridge superstructure.
NOACA’s responsibility for the Cleveland Innerbelt Study focused on the modeling process. NOACA staff developed an INTEGRATION software model to simulate traffic flow to test alternative strategies. The model showed areas of congestion and possible driver re-routes.
