The NOACA Governing Board approved the
following project for inclusion in the Transportation Improvement
Program (TIP) by adopting Resolution No. 2003-036 on June 13,
2003.
Title: Resurfacing and Repair of Ramps along IR-480 in Cleveland and Brooklyn Sponsor: Ohio Department of Transportation (ODOT) District 12 Estimated Total Cost: $1,201,000 Proposed Source of Federal Funds: ODOT
History/Background: This project is included in ODOT District 12’s SFY 2004 Pavement Program.
Current Conditions: I-480 is functionally classified as an Interstate principal arterial. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies from 91,000 to 107,600 per day (1996 count) depending on the highway segment and interchange. GCRTA operates flyer service along this segment.
Proposed Project: This project involves resurfacing and repairing ramps along I-480, from Grayton Road to SR-94 (State Road) in Cleveland and Brooklyn. The project includes part or all of the following interchanges: Grayton Road, SR-237, I-71, West 150th Street, West 139th Street, West 130th Street, Tiedeman Road, Ridge Road and State Road. Ninety percent ($1,080,900) of the construction (C) cost will be funded with Interstate Maintenance (IM) funds. ODOT will provide the ten percent (10%) matching share ($120,100). This project is scheduled for an award date in August, 2003.
Staff Comment (Summary):
- This project meets NOACA’s Framework For Action 2025 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
- GCRTA and LCT Freeway flyer transit service may be disrupted during construction.
- This project is located in two Urban Core Communities (Cleveland and Brooklyn) and serves at least three others (Fairview Park, Brook Park and Parma) by virtue of the freeway access traffic sheds.
- The project serves Environmental Justice (E.J.) populations who drive
- IR-480 is an important route for freight (trucks), paratransit operators, and commuters.
- Move for committee and public review in order to obtain comments.
