On November 9, 2000 the NOACA Governing Board adopted the Clean Water 2000 Plan. This is the first comprehensive update to the Northeast Ohio 208 Water Quality Management Plan since the plan was first adopted in 1979. This action is the culmination of a three year plan development process involving a task force of local officials involved in water quality management in the region who helped shape the plan to reflect local concerns and priorities.
The adopted plan
was presented to public and affected local jurisdictions in draft form in March 2001 and incorporates changes responsive to questions and comments raised in the public review process. To view the document chapters use Adobe Acrobat
A Plan Update was approved by the NOACA Governing Board in December 2003 and was subsequently certified by the Governor of Ohio. This update recognizes several Facility Planning Area boundary changes that had been previously approved by the NOACA Governing Board. The update also contains a number of technical corrections to Facility Planning Area boundaries contained in the Clean Water 2000 Plan.
In June 2005, the NOACA Governing Board approved the second Update of the Plan. This update incorporates additional Facility Planning Area changes. It also contains an update to Chapter 4: Wastewater Management Facility Planning. Changes to Chapter 4 include clarifications regarding the definitions and use of individual on-site systems and communal systems. They also include clarification to Policy 4.6 that provides for resolution of disputed Facility Planning Areas boundaries.
The updated Chapter 4 also contains current Facility Planning Area and Community Plans for Wastewater Treatment Option maps. Appendix 4-3 contains the latest NOACA endorsed population projections that are to be used as guidelines for planning future wastewater treatment decisions.
