History/Background: This project is included in ODOT District 12's SFY 2005 bridge program.

Current Conditions: IR-71 is functionally classified as a principal arterial. The speed limit is 55 miles per hour (mph).  The average daily traffic (ADT) varies between 71,400 and 123,600 vehicles per day (1998 count).

Clark Avenue is classified as a minor arterial.  The speed limit is 35 miles per hour (mph) with an ADT of 7,450 vehicles per day (1998 count).

Proposed Project:
This project involves replacing the deck of a bridge on Clark Avenue, over I 71 in Cleveland.

The total project cost includes $150,000 for preliminary engineering (PE) and $1,575,000 for construction (C).  Ninety percent ($1,417,500) of the construction cost will be funded from Interstate Maintenance (IM) funds.  ODOT will fund the ten percent ($157,500) non-federal share of construction scheduled for SFY 2004. ODOT will fund PE.

Staff Comment (Summary):
Project will satisfy Goal # 1 (System Preservation and Management) of ODOT's Access Ohio and Goals # 3 (Preserve and Improve the Efficiency of the Transportation System) and #7 (Reinvest in the Urban Core Areas and Manage Investments to Implement Plan Goals) of NOACA's Framework for Action 2025.   The project will improve vehicular, auto and bus, access for Title VI/Environmental Justice (EJ) populations.  Move for committee and public review in order to obtain comments.
